Over the course of its near to two decades of activity the GEM community has grown to become a leading voice in the fields of Comparative Regionalism, Global Governance and European External Action. From its beginnings as a PhD Summer School programme, the GEM community has become an integrated multi-tiered doctoral research, training and fellowship program.

Purposeful regime complex management is therefore GEM-STONES central concept, understood as the “conscious efforts by any relevant actor or group of actors, in whatever form or forum, to address and improve institutional interaction and its effects”. All research deliverables associated with the project - whether collective or individual - will consider this core concept, as they will either empirically examine it or theoretically expand on it.
