- A person who has been granted a Master’s degree or other degree equivalent to a Professional Degree in a country other than Japan.
- A person who took a distance education course at an overseas school and has been granted a Master’s degree or other degree equivalent to a Professional Degree in Japan.
- A person who completed an appropriate course and has been granted a Master’s degree or other degree equivalent to a Professional Degree by a foreign academic institution in Japan which carries an appropriate status in its home country as an graduate-level educational institution and is designated by the Ministry of Education in Japan as such an institution.
